The Farm Security Administration (FSA) was established within the United States Department of Agriculture to implement the provisions of the Bankhead-Jones Tenant Act of 1937. Born in 1892, R. L. (Robert Lee) Slaughter was the grandson of C. C. Slaughter and was a rancher, oilman, and entrepreneur. From 1915-1916, he operated the family's 300,000 acre ranch in Sonora, Mexico, until he was forced to leave as a result of the Mexican Revolution. Afterwards, he operated the family ranch in West Texas and then became involved with the growth of the oil industry in Hockley County, Texas. R. L. died 1969.
